I am creating expandable billboard banner for DCRM.

How to set the Event to 'Page Loaded' then it only runs when first loading page and after that it can be user initiated?

The HTML5 expandable templates should include that as it is a requirement that those types of ads have a frequency cap. Have you checked out the DCRM template database?

Expandables that deploy once without user interaction, and then contract to a pencil, that allows reexpansion on click, are called pre expandables.

 

The 970x250 one is called an IAB billboard.
