CSSRulePlugin cannot access rules

I have an issue with the CSSRulePlugin.
This is the head of my website, I kept it as simple as possible to showcase my problem:

It's a security issue if you try to use the CSSRulePlugin without a server in some browsers. Try using one of these for a local dev server.
